[Owasp_project_leader_list] CII Best Practices

@tomb - please could you add this to our next Board meeting for discussion?

I think all code projects would benefit from this, and it would help us
identify any code projects in dire need of help, and any missing CI
workflows that OWASP could build out and provide to our projects.
