[OWASP_OWTF] NEW OWASP OWTF Project Leader

Dear all,

I am happy to announce that Bharadwaj Machiraju is now an official OWASP
OWTF project leader. So from now on, we will be co-leading OWTF together
and the wiki will be updated shortly to reflect this :)

Bharadwaj has been producing amazing work for OWTF for a number of years
(UI via API, DB back end in postgres, benchmark-crusher-MiTM-proxy, a bunch
of bug fixes, etc.) and this promotion is more than deserved.

I am sure you will congratulate Bharadwaj in his new role,
