[OWASP-wiki-editors] TODO - Plan of action clean up

+1 Great plan, Paco.
I am on the run this weekend but I have time scheduled to do another
round of "delete clean-up" next week. All of these empty pages also mess
up the namespace of the wiki for search and more.
