[OWASP-wiki-editors] [Request] Review the currently installed Wiki extensions

Hello Wiki Editors,

Over the weekend, I updated the wiki to the latest LTS version - 1.23.14.
This is part of getting the source to the latest, stable release 1.27.x.
We'll first have to go to 1.25.x, then 1.27.x

I also cleaned up and organized the spaghetti-like LocalSettings.php - all
~380+ lines of mess.

I removed a ton of vestigial and deprecated configuration options.  I also
have some more research on several areas of our configuration that are
unclear or require a re-think.

When moving to 1.25.x from 1.23.x, the method of configuring extensions has
changed.  I'd like to take this time to review our existing MediaWiki
extensions before we do the source upgrades.  The move to 1.25.x and 1.27.x
will require updating all the extensions so this is a great time to review

*I'd greatly appreciate any and all feedback on the the LocalSettings.php -
especially the section at ~line 349:*

These are copy/paste of the config files - the only editing I've done in
Google Docs is to remove line wrapping where possible. (and a few choice
