[OWASP-wiki-editors] New Tag

Hi Jim, hi Neil, hi Wiki Editors,

I've created a Template "{{reviewed|<date-of-review>}}".
It adds the page automatically in a subcategory of 
Category:FIXME/reviewed 
<https://www.owasp.org/index.php/Category:FIXME/reviewed> by the year, e.g.:

      {{reviewed|2014-08-28}}

        -> [[Category:FIXME/reviewed/2014]] 

@Jim, could you please add this information to the Help Page "Wiki Cleanup"

Besides adding a category it is silent for now. If needed, it could be 
extended to show the date.
