[Owasp-testing] Time Based Blind SQL Injection Testing

Hello everyone, for OWASP Testing Guide v3,

I was reading Testing SQL Injection  -
https://www.owasp.org/index.php/Testing_for_SQL_Injection and noticed that
there is no mention of time based blind SQL Injections.

AFAIK this section's already assigned to improve, If it's not in the plan
it's a good idea to add this since it's quite critical, also if it's
required I can help in that bit to write or review.
