[Owasp-secure-coding-practices] New translation version of Secure Coding Practices to Portuguese

Hi,

I would like to inform you about the new translation of Secure Coding
Practices - Quick Reference Guide to Portuguese.

For this version we split the document into two versions:
- Brazilian Portuguese (pt-BR)
https://www.owasp.org/index.php/File:OWASP_SCP_v1.3_pt-BR.pdf
- Portugal Portuguese (pt-PT)
https://www.owasp.org/index.php/File:OWASP_SCP_v1.3_pt-PT.pdf

For this version, we had the collaboration of more people that help
improving the translation quality.
