There were some questions regarding protfolio management. There is this
article on agile portfolio management, I can't remember the book

that was done at agilephilly.com regarding contract negotiations.
Basically the best approach to take is to use Fixed Budget with swapping
which is slide 23 along with refinements from initial engagements. There is
no best approach, find one that works for you :).
