In fact I just made this change on this project and pushed the SVN update, so if you Update the code it should not need Admin privs any more to build it

Perfect!

Windows 7 seems to have a similar effect on many security tools that the IE8 decision to short-circuit localhost proxies had.  All is well that ends well.
