[Owasp-montgomery] OWASP Montgomery Chapter

Hello everyone,

I wanted to let you all know that I am disbanding the chapter.
Unfortunately, I do not have the time to give to it that is needed. If any
of you would like to take over, please let me know and I will help as much
as possible. That said, I am in process of emailing the OWASP foundation to
alert them to it.
