[Owasp-Malaysia] DLCI & PVC

It really confusing me... i got an assignment. the question is :
"How an attacker can manipulate the Data Link Connection Identifier
(DLCI) and Permanent Virtual Circuit (PVC/VC) to breach the security
in a WAN environment. ?"
I'm already search in google and check my old paper collection. but
still can not found suitable answer .can i got some hint about this ?
