[Owasp-leaders] [Owasp-board] PLEASE FEEDBACK: Kick-off recruitment process ED

No matter this needs a single point of responsibility whose main focus  is
this. We have let this go on to long. Without an ED to help us (staff and
community) focus it is hurting OWASP.
