[Owasp-leaders] What is the difference between a volunteer and a leader?

Hello all,

I'm writing to all of owasp's leaders to ask how you decide when and how to
promote a volunteer to a leader.  The Ottawa Chapter is extremely lucky
this year to have found several excellent volunteers, some of which are
quite dedicated and hard working.  We want to encourage them to become
leaders.  I don't mean have the title of OWASP Leader, I mean to become an
equal partner in the leadership of our chapter (but also the title) .  To
start new initiatives.  To define what our chapter is and what it will
become. To be more than just a regular volunteer.

How  do other chapters decide this? How do you handle this?  What's the
difference between a regular volunteer and a leader?
