In other words, projects have the total freedom to apply under OWASP or
independently.
OPTION 1 : Independently==> More control
OPTION 2: Through OWASP==> OWASP decides who gets the slots

Hi Johanna,
*The only reason to apply independently of owasp is in case they aren't
selected then you would be responsible as an org admin for your smaller
project if that is what you want to do.*
Otherwise you are assuming the owasp umbrella will be accepted and if so,
it is up to them to decide how to divy up the slots to the various projects
under their umbrella.
