[Owasp-leaders] basicctf added to vicnum project

Not a major enhancement, but we did add another ctf to vicnum at:
https://sourceforge.net/projects/vicnum/files/Basicctf/

This is a starter ctf probably appropriate to chapters getting started who
want to demonstrate a few web vulnerabilities, have a little fun and see a
leaderboard build.

Much thanks to Alvin F. for early work on this project.
