[Owasp-leaders] [Owasp-community] Growing Your Chapter + 90% / 10% Splits

Boston does the same as Rhode Island - we update wiki and use meetup too.
Don't try to ban meetup. It serves us well, and with all that's going on in
the Boston area, we need to be on meetup.
