You are missing the third and most important model, especially since we are
a charitable non-profit organization:

3) Free training for anyone

It's this model, to my utter amazement, has been blocked a few times at
large OWASP conferences.

There is also option four:

4) Increase the cost of admission, expand the training program, and offer
it to everyone as part of a new kind of "education" conference.

Btw. I note that there seem to be two models:
1. all proceeds go to OWASP
2. trainer receives maximum "expenses only" and the remaining proceeds go
to OWASP if that turns out in OWASP favor over the current split. (this
second one is a bit ambiguous and I guess we should define what that means
before we use that in class advertising)

There is so much more OWASP could do to expand upon it's training program,
but I definitely think this is a step in the right direction.

however, I would like to have it all done within OWASP itself, without me

 This would allow OWASP instructors and participants to vote with their
currency.  Personally, if I was on the fence about a particular project,
and found out the instructor was going to donate the proceed to reviving
OWASP CAL9000, that would push me towards signing up.

 Thoughts?
