Alfateh,You could try looking at the FFIEC (Federal Financial Institution Examination Council) ffiec.gov.  they provide "guidance" for financial institutions in the US, though they are not the only regulators that provide guidance and oversight.
Also, you might want to check out PCI-DSS Payment Cards Industry Data Security Standards.  There is a wealth of information concerning the minimum of standards for merchants, processors, and issuers.
