[Owasp-leaders] About the state of mailing lists within OWASP

One thing that I heard much at last AppSecUSA is that "we don't like
mailing list".

I think there's two way of using a mailing list and we tend to confuse the
two :
1- Announcements, like the Connector or maybe your chapter mailing list
2- Discussions, like owasp-leaders and project related mailing lists

In the announcements form, I would agree that we don't like mailing list as
Chapter Leaders. We seem to prefer to use Meetup, Eventbrite, Twitter, etc
in order to reach people. As for the OWASP Global staff, they have
Salesforce as a powerful tool to reach directly who they want.

In the discussions form, I would disagree. We like mailing list that are
about topics and discussions. We can also mix announcements in theses form,
but they're announcements for people that rebroadcast them or use it for
another purpose than be the end receiver of information.

My point with all that is that we should differentiate both and know to
keep mailing lists for certain purpose and give the option to replace it
for others.

Right now I fear that when we discuss about it infrastructure-wise, there
is some confusion on what to replace exactly. The way I see it, the future
with Announcements in email format only is within Salesforce+mass-mailing
system backend (like Mailchimp), but that doesn't really change anything
with mailman for discussions.

English is not my first language, so pardon me if my semantics are flawed
or if everyone actually gets it beside me.

Lastly, the goal of that discussion is to ultimately change some base
requirement about chapters and required way to do things in the chapter
handbook. But in my opinion we should change the handbook after the
infrastructure is ready to support it.
