[Owasp-leaders] Restarting Governance Mailing List

I'm restarting the governance mailing list. Board meetings are open,
meeting notes are open and the calls are open for anyone to participate.
But I think there is still value to create a forum where new governance
ideas can be discussed.

I've restarted the governance mailing list and intend to regularly post
topics here for discussion. The idea is that the community, leaders,
public, etc can discuss their thoughts and ideas and iterate. We, as the
board, can reference this discussion to get a pulse of the community. Also,
this is a place to tackle hard problems where lots of input is helpful.

For example, we have ~$200k in chapter allocated funds. Some chapters have
high balances and spend it, some have high balances and don't, a lot of
chapters have low balances and do nothing. The system works will in some
places and has lots of stagnated funds in other. How do we create a system
that ensures the $100k that is dormant is used to benefit OWASP's mission.
I have lots of ideas and I'd love to hear discussion and other thoughts.

This type of information can all feed into the background information used
for board votes on topics or even be the source of new motions for review
at the board.

Why not on the leaders list?
I asked the leaders this question on the leaders list and received strong
feedback to have it on the governance list. I agree with this. Governance
discussions are not something everyone wants to participate in and then
threads can be long. I think a dedicated place for anyone that is
interested is the right balance.

Quality of conversation
The list is fully open - anyone can participate. But I will hold people to
our code of ethics. It's not a place for mudslinging, accusations, or deep
dives on random conspiracy / what if scenarios. We will assume positive
intent and require all participants to act professional and with respect.

We have existing channels to raise specific concerns or allegations that
need to be addressed (i.e. contact us form).

I sent an initial couple posts to the list yesterday. Please do have a look.
