Yes, should be experimented with that what OWASP is for and built on.

#1 we want our sysops/cosysops and admin staff to use two factor

#2 there have been account compromise in 2012 resulting in spam to the lists and account take over.  Hence this email.

Don't expect 100% of anything anytime just promoting what is available and as you noted not being enabled by the "security community"
