[Owasp-leaders] Google Summer Of Code - limited places

Once GsoC results are announced I think we should allocate 25kUSD in a
number of extra applications (as long as they are not from Owasp

This is a logical return to the multiple OWASP Seasons of Code we did
a couple years ago
