[Owasp-leaders] Please review some guidelines from the GlobalProjects Committee

For step 5 - licenses - it would be very helpful to include what
license most owasp projects use. At least then the reader would have a
starting point for deciding on the license. Also, are there any
license types which aren't compatible with owasp? If so we should
mention those too.
