[Owasp-leaders] Please review some guidelines from the Global Projects Committee

Hey Everyone.

We on the Global Projects Committee (GPC) have been spending some time
collecting feedback and thinking about some general guidelines for
starting and running an OWASP Project. Obviously we're aiming to keep
things super lightweight with minimum overhead, but as time goes on,
the need for a few guidelines to facilitate tracking has definitely
arisen. So, we're hoping you all will provide us feedback about what
you think.
