[Owasp-leaders] What are OWASP Values?

Being open is obvious but what other values do we adhere to? For
example, what if we wanted to develop a project that is US-centric, do
we take actions that can alienate non-US chapters?

Are we open only in terms of software licenses and IP but not thoughts?
Do we believe that openness includes a democratic model where chapter
leaders get the opportunity to vote on certain topics or are we more
republican in terms of representation?
Should we have a wiki page describing how we govern ourselves?
