I agree.  GPL on an application doesn't stop anyone from using that
application.  GPL on a library, on the other hand, may easily stop
people from using the library.

If I understand correctly, a major goal for OWASP is to help people
create secure web applications.  Unless promoting (radical) free
software politics is also high on the OWASP list, my personal opinion
is that LGPL (or similar) is much better suited than GPL for the OWASP
_libraries_.  No need to force people to GPL their applications as
long as the OWASP librares themselves stays free.
