[OWASP-chapters] An Open Letter to the OWASP Board from the OWASP Chapters

OWASP Chapter Leaders,

Over the past few weeks, a number of chapter leaders have been putting
together a document called An Open Letter to the OWASP Board from the OWASP
Chapters

We've bounced around a wide variety of topics, added some, removed some,
and have currently settled on 10 topics that we've been able to drive a
mass of consensus on.  If you have additional feedback, please feel free to
add comments.  More importantly, if you support these topics, and the
message we have put forward, I'd ask that you add your name at the bottom
of the document.  This will be provided to the Board and we'd like to have
as many names as possible to show the diverse number of individuals who
support it.  I'd also like to encourage any other OWASP Leaders, members,
or otherwise to add their names to the list.  Everyone is welcome if you
concur with the message proposed.  Thank you.
