[Owasp-cape-town] Commenting on Cyber Security Laws

Has anyone tried commenting or asking questions about the Cyber Security
Bill as listed here:
http://www.gov.za/speeches/justice-publishes-cybercrimes-and-cybersecurity-bill-public-comments-28-aug-2015-0000

I tried phoning all the numbers:

None of the landline numbers ever answer. I also phoned the cellphone
number. The guy is always too busy to talk and told me to sms my questions
to him or send it to his "gmail" address.

I am very annoyed and don't know what to do?
