[Owasp-board] Resignation from the Board

Not sure what the process normally is, but Martin joined the board when a
seat from his election year was vacated, so it would be the 2017 election
in this case which would be Steve Kosten.

The seat would be for a year only starting January, is there any guidance
on this?
