[Owasp-board] Roberts Rules of Order

Since we have a new Board member and there seemed to be some confusion
about rules of order at the last Board meeting, I wanted to pass back along
what Tom sent out originally last August.  This cheat sheet serves as a
great reference about the different actions that a Board member can take
and when it is appropriate.  For the particular situation that we had on
the call:

1) A motion was made
2) A second was made to the motion
3) A call for discussion was made
4) Nobody spoke up for discussion
5) A vote was called for
6) Several votes were cast
7) An attempt was made to continue discussion during the vote

Per Robert's Rules, an amendment is debatable only if the motion it applies
to is debatable:

Once a vote has begun (ie. once the Chair has called the vote and a vote
has been cast), the vote cannot be interrupted for further discussion or
amended at that time.
