[Owasp-board] OWASP Board Vote of Confidence: Jonathan Carter

As it is now 2017 and Jonathan is no longer an OWASP Board member, I
withdraw the motion for a vote of confidence.  I will say, however, that I
am extremely disappointed in the rest of the Board for not following
through on what is mandated by our OWASP Foundation Bylaws.
