[Owasp-board] Update on the initiative to committee process

Dear Board,

We are in the process of converting erstwhile Initiatives to Committees.
Because Initiatives have been doing the work of committees, I am ushering
them in to the process at a later point.  Instead of starting with
proposals, I am starting them with a call for new members to ensure that
the community knows that they do exist as a way to participate in OWASP.
If an initiative fails to get the required quota of members, it will face
the same fate as a committee at that time.

After watching our current committees I wish to initiate these conversions
with a 2 week delay between to allow for the best start for each
committee.  I will be doing the work to convert the initiatives to
committees in chronological order of when the initiative first made the
request to be converted.  That means that the WIA conversion will happen
November 13th and the OWASP Global Mentor Initiative conversion will begin
on Nov 27th.  The NNI initiative has declined conversion.

>From that point on everything will follow the Committees 2.0 format.

On November 11th I will send out through our leaders and community lists a
request that all other initiatives please identify themselves so that we
can follow up with them. This request will remain open for one month with
weekly reminders.  I will also search the visible wiki initiative pages to
follow up.  At the end of that time I would like to clearly mark the
"Initiatives" pages as for historical reference and not currently part of
the governing body of OWASP.  Trying to host 2 such similar structures
creates confusion and duplicates work.
