[Owasp-board] Update of board meeting organisation and times to allow for more time if needed

Hello dear fellow board members and dear OWASP community,

we are now going into our budgeting and goal review / goal setting 
season for next year.

As we did run out of time on important issues at the last board meeting, 
I did adjust the board meetings slightly so we can possibly run for 90 
minutes. They now start a little earlier. Please take a look.

Additionally, we shall exercise more time discipline to not loose 
important topics from the agenda.

As mentioned before, I hereby ask for topics for the agenda with 
proposed duration allocation.
You can send them to the board list (or me or post them directly to the 
Wiki).
Please do send proposals as early as possible, at minimum 5 days (Oct-30 
for next board meeting) before the meeting, so people can prepare 
effectively and we are not wasting time reading out loud material.
The topic proposal should have the following information:
- Topic,
- link to pre-reading material,
- (is the topic informational or vote proposal),
- duration (please specify presentation and expected discussion time 
separately)

*@community: OWASP board meetings are open and everyone can listen in. 
And you can propose your ideas. Please feel equally free to submit topic 
proposals from you**(with the same timeline as above). **

I will build an agenda based on the topic proposals 4 days before and 
put it on the wiki.

Furthermore, please note that I added one additional placeholder time 
slot for an additional meeting if we need it.
