[Owasp-board] Proposals 1-11

All,

The current language for each of the Board proposals up for a vote can be
found at:

I think we will need to re-vote on #4 as I goofed and put the wrong text in
the motion.  Also, Fabio caught a problem with #10 in that I inadvertently
left out the projects from budgeting when I changed the language.  I have
suggested adding "or projects" as revised text.
