[Owasp-board] Motion to approve Proposal 4

This formalizes what was a discussion into a vote.  I vote yes.  (Jim and
Josh also voted yes)

Two previous "no" votes (Andrew and Fabio) are tracked but italicized since
they were given during the discussion period not the formal voting.
