[Owasp-board] Motion to approve proposal 8

I think we should be able to manage. As the date has been amended by 
Josh to December 1 and these are only a couple of chapters. I think we 
will have enough time for our ops team to set up a light-weight process 
over the next 2 weeks and then execute on it.
