[Owasp-board] Motion to approve proposal 8

Yes, Andrew, I think that we vote on this with the forward-thinking model,
but revise the dates (or provide guidance to the Ops Team to do so) for
2016 planning so that the Leaders have more time.  Maybe give them until
December 1 this year instead?
