[Owasp-board] Motion to approve proposal 11

Ooops, I copied and pasted from my previous messages.  Proposal 11 was NOT
discussed at the last Board meeting.  This is a new proposal that Tobias
put forward, I slightly revised the language, and am passing it along
here.  Apologies for the miscommunication.
