[Owasp-board] OWASP Funding Proposal

Yeah, I think this is a valid concern.  Rather than change the wording to
make it not applicable in future years, I would rather give a nod to the
ops team to be lenient with enforcement this year.  The idea is not to burn
anyone.  We are just trying to do a better job with resource planning.
