[Owasp-board] OWASP Funding Proposal

And this is not legislation to hold chapter and projects feet to the
fire, this is to help folks spend money in service to the mission.... If
there are loopholes or mistakes, we can rapidly fix them. I am eager to
see these get voted in soon.
