[Owasp-board] OWASP Strategic Goals 2015 - evote

I think these TBD are ok, as they are about metrics and potential 
sponsors. Both elements that not necessarily need to hold us back in 
voting on the main goals.

(I you insist we can remove them from the vote, but I would suggest to 
keep them.)
