[Owasp-board] Code of conduct for OWASP events

Ok. Will start with AppSec USA, although the 2015 dates unfortunately
conflict with my other event, Data Center World, will do as much as
pissible to help. A few things going on with OWASP Brooklyn too in this
area and will report more news soon.
