[Owasp-board] OWASP Mail accounts - Terms of Use

I think we could just issue a reminder to people that OWASP is a community
and to use the community email address in that way (e.g. as discussed here).

But, if we think a policy is needed I would support it. So, Yes from me for
record purposes.
