[Owasp-board] Update on OWASP Action Item: Request to OWASP Board for $100K for Project Summit

To OWASP Community:

As a follow-up to this past month's discussions on OWASP Funding and a
large Project Summit, the OWASP Board discussed during its board call
yesterday, the request from Dinis for "$100K for a large global Project
Summit in 2016".

The Board's response to the idea and request are as follows:

1.  We love the concept, and Project Summits are aligned with the OWASP
Core mission.

2.  We already have *several* smaller scale project summits underway in
2015, co-located with our global AppSec conferences.

3.  Agreed - Now is a great time to start talking about what we are going
to do in 2016 for project summits.  Should they be smaller, 1-2 day events
co-located with AppSec Conferences (as performed in 2015), should they be
regional but standalone events, or should there be a large global project
summit in 2016?

4.  Next Steps:  The Board agrees that Project Summits should continue in
2016, and they are eager to look at more detailed proposals from the
Community to help with the 2016 Planning & Budgeting process.

The Board sees this as a Community supported, Volunteer driven Initiative.
Therefore the next step is for all interested parties to start a community
discussion on how a Project Summit, or multiple Project Summits can be
designed and implemented in 2016 with a defined 'value' and outcome for the
OWASP Community, while using our limited resources & funds to maximum

A basic plan or proposal (like we do for AppSec Conferences) should be
developed and presented to the Board for approval of any Foundation Funding.

Like an AppSec proposal, key components of the proposal would include:
--  Scale & Scope.  Multiple small, or one large.
--  Proposed Date & location, in order to allow proper time planning &
--  Key objectives and anticipated outcomes
--  Key Planning team members to confirm experience and level of staff
--  Projected Budget.  See Sample AppSec form here
--  Proposal can be submitted via the OWASP Wiki using the OCMS or OWASP
