[Owasp-board] Bylaws Update - Section 3.02

Thanks for the link.

@Fabio: I would not mind to reduce the number of consecutive terms to 3 
(instead of currently 4).
So far I see our board get some good new members every year, so I don't 
see a particular problem with the current term limit, but would also be 
open to reduce it.
