Sorry, I wasnt on the board list so only found out about this discussion
after someone pointed me to it :/

I like Fabio's proposal:

the following comments / tweaks:

Project leaders need to evaluate the proposals submitted by students -
people outside of the project in question wont have the knowledge required
(as other people have stated).

How about we have an initial allocation of students per project (eg 1 or 2).
Project leaders can decide to not select any projects if they dont think
any of them make the grade.
The leaders should provide a justification for the project they select, but
the independent org team can ask for any clarifications they think are
necessary, and in exceptional cases reject proposals they think are not
good enough.

If there are any slots left over then the project leaders should be asked
to pitch one of their other proposals for them, with the independent org
team making the final decisions. No project should get more than 1
additional slot unless we have a surplus.
