[Owasp-board] Comments sent off list

By design our mailing list are all public. This is part of our open
organization and something I support. I continue to encourage to always use
the public lists for all official communications.

However, the public lists also creates scenarios where people may wish to
communicate off list and not have their comments public and archived.
Although we are an open organization I think this is an unavoidable
situation and a normal element of human communication.

While I think we should always default to the list, I also think that
whenever a thread is started off a list, we should honor the sender and
keep that thread off list.

More specifically, this means that if we eventually want to bring the topic
to a public thread, it is respectful to not just directly forward the
entire thread. Instead craft a new email to the list with the necessary
info for discussion.
