[Owasp-board] 2015 board roles

Since there was a motion made might be simple to see if it is seconded
and passes

If it is not seconded or passes (and that is ok) then OWASP managing
to policy (where there is none) can go back to drawing straws, pull
out ouija board or other approach

In the future the elections should actually have a role defined to
them now that term limits are in place for governance - that
adjustment will get a larger voter turn out and important for the WHY
ME of future elections of candidates.
