[Owasp-board] OWASP - Volunteer Support for OWASP EU legal entity

We probably need to have a discussion about the benefits of having an EU
organization before we decide who will serve on the Board.  I have no idea
on this topic, but believe it would be pertinent to know these details
before deciding how to proceed.
