I would advise that if we do this, that we pay per question or per question
edit in some way to help encourage quality and continuity of support. This
would be both a long term strategic process and will take a lot of work to
make happen logistically. But I think it serves the financial future of the
organization if we do it well....
Perhaps hire someone part time with the right cred to guide this?

A few small comments when writing exam questions:
(disclaimer: I am in the exam writer pool of another org)
- some standards now do ask not to do double negatives in questions or
trick questions anymore
- there is a tendency to use "understanding questions" (over simple
knowledge ones) and evaluate them via multiple choice.
- writing good exam questions is not easy and costs a lot of time....
